Global Stack began with a simple conversation.
Our Story
Founder Dan Kang began thinking about a question that has no comfortable answer: what happens to a California community when a wildfire, an earthquake, a flood, or a long outage takes out the systems everyone quietly depends on — power, communications, and the roads in and out?
The more he looked, the clearer it became that the problem was not a lack of places to respond from. It was that the places already there had not been given modern infrastructure. California’s fairgrounds are community hubs, emergency shelters, and cultural anchors. Many are already positioned by the state as emergency-response sites. Yet seasonal, event-driven income leaves year-round operations underfunded, declining state subsidies make sustainable budgeting difficult, and aging infrastructure is unprepared for modern emergency-response demands.
What he recognized was that these sites are not isolated properties. Taken together, they are a strategically distributed network of public assets — already permitted, already public, and already positioned in nearly every region of the state.
The core philosophy followed from that: the strongest emergency systems are infrastructure systems that create value every day, ensuring they are operational and sustainable when communities need them most.
Why Fairgrounds
A network no other state has.
California is the only state in the nation with a unified, statewide network of public fairgrounds. Distributed across Northern California, the Central Valley, and Southern California, they form a natural, already-permitted backbone for emergency response.
Why Now
The gap is structural, not temporary.
Seasonal income, declining subsidies, aging infrastructure, and outdated technology limit integration with state emergency systems. Global Stack USA was created to close that gap — turning underused public land into resilient, self-sustaining infrastructure.
